The tiny city state of San Marino
is not coming into the EU and is not even going to negotiate. Its referendum on whether to apply for membership had such a poor turn-out (20 per cent) that by the state's constitution the result is invalid. That is a remarkably low turn-out but the problem has arisen before and was ignored in the past. San Marino is clearly more of a stickler for constitutional niceties than other countries.
