Was Medvedev ever a reformer?

Did he ever intend to implement the various liberal and constitutional ideas he spoke of or was he always merely a seat-warmer for Putin? A long article in Der Spiegel, which is very well worth reading, thinks the latter. This blog does not disagree. The outlook for Russia is poor.
